Better questions.
More transparent answers.

This is an independent, AI-assisted community discussion project. You should be able to understand where the figures came from, challenge the analysis and suggest improvements.

Read this first: This website, its written reports and its calculator are not audited or independently verified. They are not legal, industrial relations, investment, accounting or professional financial advice. They are not an official AlburyCity publication, and have not been endorsed by Council.

Who is behind this project?

Chris Hogan initiated and provided professional guidance for this community review. He is a former AlburyCity employee, a current AlburyCity ratepayer, and a business owner operating in the AlburyCity local government area. These connections provide relevant local perspective and a direct interest in Council's financial sustainability. Readers should consider that background when evaluating the analysis.

The public-facing analysis is built from published sources, not confidential information obtained through previous employment. It is extensively AI-assisted and human-guided. Chris's input does not mean that any particular number, modelling assumption, interpretation or conclusion has been independently verified or personally endorsed. This is not a Council publication or an official or audited expert report.

AI did much of the heavy lifting

AI tools were used extensively to extract material from public documents, correlate figures across years, help research, construct charts, draft explanations, generate code and test the website.

AI can misread tables, misunderstand budget structures, misclassify funding and make calculation or interpretation errors. A source link is not a guarantee of correctness.

Human expert guidance — not verification

The project benefited from expert human direction, domain knowledge, questioning and guidance on the analytical approach.

That contribution does not constitute independent checking or endorsement of the individual figures, conclusions, workforce assumptions, or outputs. No independent audit, assurance engagement or expert certification has been performed.

Sources and limits

Historical audited Council financial statements, public service catalogues, capital project schedules, rate and fee documents, and the published long-term plan form the evidence base. The source PDFs are available directly within the financial dashboard and calculator.

Some figures are forecasts, others are actuals; some fund attributions are provisional. Alternative assumptions in the calculator are not forecasts or Council-approved plans.

Workforce changes deserve care

Workforce estimates use the NSW Local Government (State) Award 2026 as a general guide. Indicative redundancy provisions are modelled from completed service bands, generally five weeks' notice, and an adjustable wage proxy.

Individual entitlements, consultation, redeployment and other awards or contracts can change outcomes. Staff reductions require lawful, fair processes. No employee-specific entitlement can be calculated from published service FTE totals.

Join the conversation

We're open to good-faith feedback and practical contributions from Albury residents, Council staff, community organisations, researchers and anyone with relevant expertise. If you spot an error, please include the figure, financial year, source document and page number. Corrections, missing data, suggestions for the calculator, improved accessibility and alternative interpretations are welcome.

This is not a forum for anonymous accusations about individual staff. Please don't send private employee information, confidential Council records or other material you are not entitled to disclose.

The same form is the path for a copyright or takedown request from Council or another official rights holder. Name the document or image and the page it appears on.

Support doesn't buy an outcome

Donations will not influence conclusions, service priorities, source selection or how community scenarios are presented. The published source links and limitations will remain accessible without payment.

Payment is handled by PayPal, not by this website. The chat opens the ConsultiQ booking page.

Accountability of the model

The calculator estimates avoidable operating costs, possible role impacts, capital deferrals, rates and fee changes. It cannot independently verify individual staffing, legally required service minimums, redundancy eligibility, fee demand effects, contracts, or the allocation of every restricted fund. Results should never be treated as budget instructions or guaranteed savings. Service criticality and disruption scores are AI-generated without human weighting or cluster favouritism; they are not verified risk or legal classifications. Council offers a separate Special Rate Variation impact calculator. This project does not advocate for or against the SRV.
